Total spending on health care in the economy has doubled over the last 30 years to a current level of about 16% of GDP. CBO estimates that this percentage will double again over the next 25 years to 31% of GDP. With the health care reform stalled in Congress, both individuals and businesses are left to wonder what steps will be taken to control spiraling health care costs. Mark Pauly, PhD
Bendheim Professor in the Department of Health Care Management, Professor of
Health Care Management, Insurance and Risk Management, and Business and Public
Policy
The Wharton School, University of Pennsylvania
A former commissioner on the Physician Payment Review Commission, Dr. Pauly has
served on the advisory committee to the Agency for Health Care Research and
Quality, and on the Medicare Technical Advisory Panel. He currently serves on
the national advisory committees for the NIH National Center for Research
Resources, the National Academy of Sciences’ Committee to Study the Veterinary
Workforce, and the NAS Committee on the Biomedical Workforce. He has been a
consultant to the Congressional Budget Office, the Office of the Secretary of
the US Department of Health and Human Services (which supported some of his work
on individual health insurance), and health trade associations. He is a former
member of the Board of Directors of Independent Health, a nonprofit health
insurer in Buffalo, NY. Dr. Pauly is a co-editor-in-chief of the International
Journal of Health Care Finance and Economics and an associate editor of the
Journal of Risk and Uncertainty.
Carlos Castresana
Partner, Edify LLC.
Mr. Castresana is a graduate of the Wharton School of Business and University of
Bridgeport School of Law. He is a Certified Financial Planner (CFP) and a member
of the New York Bar.
He spent three years with Salomon Brothers in New York City as their Operations
Manager and then moved to Florida to become the Director of Corporate
Administration for the Michael Swerdlow companies. The firm partnered with
American Express and Triangle Industries to purchase and develop one of South
Florida’s largest real estate holdings: Hollywood, Inc.
In 1992, Mr. Castresana joined AXA Advisors, LLC as a specialist of employee
pension and employee benefits. His client roster represents a “who’s who” list
from the South Florida area. Mr. Castresana was appointed Regional Vice
President in the Ft. Lauderdale branch office of AXA Advisors, LLC in June 2000.
In 2004, Mr. Castresana became a partner of EDIFY, LLC. He serves as the
President and is responsible for interfacing with all major insurance carriers
to expand coverage and provide the most competitive rates for EDIFY’s client
base. Mr. Castresana has been instrumental in developing EDIFY’s Corporate
Health Care Strategies for key clients, providing solutions for disease
management and wellness programming.
Mr. Castresana has 20 plus years working in the Health Care Industry. He has
developed architecture for industry standards, norms, health and welfare trends
as well as cutting edge developments and initiatives. In this role, he has
provided strategic guidance in the development of health and wellness strategies
alongside some of the most prestigious companies in the State of Florida.
In 2007, Mr. Castresana was appointed to the Governor’s Fitness Council for the
State of Florida by Governor Charlie Crist, and reappointed in 2009 for a second
term.
